A person who owns property that is contiguous to, or otherwise similarly situated with respect to, and that is or may be contaminated by a release of a hazardous substance from property owned by someone else. The person must conduct an All Appropriate Inquiry at the time of acquisition of the property and must have had no knowledge or reason to know of contamination at the time of acquisition.
